I wondered that myself earlier, particularly when the Rams stopped signing members of the practice squad at 13. But since then, the PS is up to 14 (plus Max Pircher).
The Rams carried K, P, LS on the practice squad in 2020. Not sure if that's the plan in 2021 or not.
