Why won't the NFL expand Active and Game Day rosters?

I thought this was going to be part of the new 17 game season. Maybe they expanded the Active roster already? Makes no sense, except for money so I would think the NFL PA would have been all over this when it came time for 17 game negotiations. Would let teams keep 3 QB's or extra O-line or any positions. You could cycle your back-ups a bit for wear and tear reasons. Just dumb.
