If he tries to sneak through the arms of the DL and it gets tipped, that's still the QB's responsibility.
Or when a receiver tips the ball up into the air, it's usually because of where the ball was placed.
Every once in a while a good pass is volleyballed up in the air but not enough to absolve the QB on all tipped passes.
Just as a bubble screen that goes to the house counts as a TD, tipped balls get counted as full turnovers.
Tipped passes often tell us the QB didn't time his throw or see the free open windows when he released the ball.
I agree that tipped passes are mostly on the QB.
They are not a mulligan for interceptions.
If this was trend in regular season games, I would be concerned. Thankfully these are just joint practices and they have no bearing on what to expect in the regular season.
