Yes, Jones restructured his contract in 2019 to convert $7M of his salary to a signing bonus. That new $7M signing bonus was paid in 2019 but for cap purposes that bonus was pro-rated over the remaining 3 years of the contract to the tune of $2.33M a year

In doing so the Cards created $4.67M in cap space for 2019 cap but took a $2.3M hit against the 2020 cap and the 2021 cap.

However, that cap hit would not be passed along to his new team - only his $15.5M salary would. The Cards would eat that additional cap figure as dead money.
