I think you're oversimplifying. He was a fine coach. His interpersonal skills were questionable. But if he was left to just coach and had a GM that give him what he needed, he would be fine. He never had that opportunity after 1999. He didn't have the support and structure in St. Louis and he was always mismatched as an OC with the HC's he worked for. But his offenses were better than what preceded or followed. He could coach.
