This is a WR problem - unless there was a WR farther downfield that the QB doesn't see. Any WR
MUST get the correct depth on their routes in order to convert a 3rd down. IMO, that's just bad route running with the WR being oblivious to the necessary depth needed to convert 3rd down.
Often, on 3rd down, with routes that cut, sit or find a seam...the WR
must get correct depth so that just catching the ball and being tackled immediately....will still result in a 1st down. Unless, motion or crossing routes where the design is to catch the ball
short of the sticks, but RAC past them is another style of play calling by the OC. But I prefer the former and not the latter.
