Not sure what the figure is exactly but the team always keeps a bit of margin open with the cap. They have to plan for possible injured reserve situations, and they have to pay for the practice squad, which counts against the cap. That adds up to a few million.
So they really don't have all this cap space to spare.
Plus as you say, it's smart to roll some of it over--next year they face having to decide about multiple Rams free agents, including 2 important ones on the OL, plus they have to think about extending Stafford. They can't keep re-structuring like they did this year because re-structuring like they did this year robs them of future cap space. So roll over will help some.

So it all adds up to look like there's no big deal type FA signing on the horizon. Maybe a budget FA of some kind.
