A coach certainly impacts win total but he is not solely responsible for it. The talent on the team is a big factor, too, and in many cases the HC doesn't have final say on who is on his roster.
This is entirely speculative, of course, but if Carroll had coached the Rams the last 4 years instead of McVay do you think the Rams would have done better or worse than 43-21 in the regular season, with 3 playoff appearances and a Super Bowl berth?
Considering Carrol's track record and how Kroenke allows his people to work, I don't see why he couldn't have replicated McVay's win totals. Carrol's Seahawks won 42 games in that span so it's not like it's world's different.
