I think it’s about risk/reward.

Atwell looks like a high risk to me simply based on his size. When has a 160 lb player been a productive starter in the NFL? I mean, out of all the guys that size how many have been quality starters?

When you draft a player high, you expect a quality starter. I think history says it’s a low probability that you get a 160 lb quality starter. But maybe it’s worth a shot in the lower rounds.
