After that happened, I think they decided to just load up on picks, and pick developmental players with certain attributes that they felt were good fits. I think they decided that, rather than settle on players for which they had only lukewarm interest.
This could be true. And what complicates it is all the opt-outs from Covid, lack of the typical medical data, etc. In the face of much more uncertainty than normal, it's not a bad strategy to get as many bites at the apple as possible and swing for the fences on each bite (mixing metaphors here...)
