And he gives no criteria for how he's judging. Is it number of hits? Number of starts of all draft picks?

It does seem that he's saying we were dinged because we lack 1st round picks. If the Rams have a list of starters and contributors as long as other teams with 1st round picks, doesn't that mean they're drafting better?
