If no restructure for Brockers or Havs - does that mean cut or trade?

Rams still have time to restructure both of them, but you only restructure a player you want to stick around for a few years (at least that's with most teams, Rams have done it a little differently). Still a day or more to get things done, but I wonder if Brockers and/ or Havs are traded or cut so they can re-sign Fox and maybe have some ammo to add a lower priced FA or 2.
