Vegas picks the point spread with the intention of having the money fall equally to both teams. So when the spread is set at KC -3, Vegas isn't saying "we think KC will win by three points", they're saying "we think that if we set the spread at KC -3 we'll get the same amount of money bet on each team".

They are in essence gauging the betting public, not gauging the difference in the final score.
