He says "in 12 years, he posted a QB rating over 100 just once." Yeah, well again, just looking at the pure statistical QB rating the past 6 seasons he was 9th, 13th, 6th (in 2017, when his rating wasn't 100+ but was 99.3...), 25th, 6th and then 14th this year. He had a rough 2018 season by all counts but has been very good (not elite) otherwise.
