agree that there are teams in need of a QB and Goff is a viable starter. I think the main factors working against him are:
1. salary, he is paid as a top 3 QB and is not a top 3 QB
2. Mobility, the league has changed, Jeff George would not last in this league as a starter the same way, running QBs are the new thing
3. System QB, how much this impacts evaluation by other teams is a factor
4. reason McVay went sour, we do not know for sure what happened, but this could make teams worried
I'd add:
5. Needs decent rushing attack. I don't believe that Goff has consistently shown the ability to sit back in the pocket and just deal. I don't think he processes what the defense is doing (and who his open receiver is) as quickly as some of his better peers. He needs that half-second the play-fake to the RB can buy him to maximize his talents.
