It's a promotion. They would be stupid not to.
Why would it be stupid not to? What if a person has found their niche, is happy and just not interested in every promotion that comes their way? I'm NOT saying this is the case here. I'm just saying... what if? I'm thinking of Steve Spagnuolo, as an example. Now, I'm not sure if he's interested in another HC job but he's been there, done that... and he was lousy at it. Maybe he realizes that, too, and has no interest in being put in that position again. On the other hand, Spags is one very good Defensive Coordinator as he's on his way to at least his 3rd Super Bowl in that role. I'm just saying it's wrong to assume everybody is interested in a promotion or to label them as stupid if they're not.
