Progressions, as I understand them, and could be wrong... are not set in static order... they are dictated by defenses and each specific move a defense makes on each play... yes? no?
IOW... Every play has a primary, although even that could change depending on what the defense is showing. BUT... the #2 progression could be "X" at play call... but switch to "Y" just before or at the snap... even further, and most important... #2 in progressions could and often does switch post-snap. It was "X" at the snap but immediately switches to "Y" depending on coverage.
