With 16 extra games they could do something like this: a few international games in London, Mexico City, Tokyo etc. and the rest in various US cities that don't currently have an NFL team? Maybe a couple each from among this list: San Diego, St. Louis, San Antonio, Columbus, Orlando, Omaha, Sacramento, Norfolk, Portland, Salt Lake City.
Obviously the need for a stadium appropriate for an NFL game is a requirement and I haven't checked to see if any of those cities could even pull it off. But I think the concept is really the only fair way to add 1 extra game.
I think the only fair way to do it is that per division one year it's all home games for all 4 teams, next year it's all away games for all 4 teams.
Having said that I never liked the idea of 17 games and just see it as a naked money grab with no other real value.
