He's staring down Kupp the whole time. I think he was trying to lead Kupp along the sideline but the ball got away from him. .
But even if it hadn't, it was a terrible choice to make, Diggs was right in the middle of the pattern. If he was going to either Woods or Kupp Diggs had either a break-up or an INT.
