You resolve ties within the division first.

So if the Bears, Cards, and Rams all end up 9-7 you determine Rams/Cards tiebreakers first, and then whoever comes out on top (which apparently would be the Cards) enters the tiebreaker scenario with the Bears. And I guess the Bears win out for Wild Card #2. (WC#1 being the Bucs?)

Then the Cards get WC#3 since they hold the tiebreaker over the Rams in this scenario.
