He did get away with it. But I also saw him waiving his hand like you might expect a player trying to get a call. Then with him and Hopkins laughing afterwards I seemed that Ramsey was beat on the play, so he tackled Hopkins. That would indeed be what he should do given the penalty was only half the distance. So why not call the penalty on yourself. Anyway, that's how I saw it. Ramsey has the character to do something like that.
