Not sure Dalton is a good example. I might use Teddy Bridgewater as the modern day version of a game manager. But regardless, guys who's ceiling is to hopefully not make any mistakes are not long for the starter's position. Goff has to produce more than that. He has to be able to be trusted to not only not have critical mistakes and mental lapses, he has to actually produce. It used to be that a TD% of 4.0 was where you wanted your QB to be if he was a productive starter. In today's NFL, it's more like 6.0%. And that's just to be in the top 10. Guys like Rodgers and Wilson are above 8.0%. Goff is now at 3.9%.

So, if your QB is going to just be a game manager and lean on being safe with the ball, he can't be not producing TD's and still turning it over more than once a game. Goff has 13 turnovers in 12 games this year and only 18 total TD's. A 1:1 ratio is just not good at all.
