The comeback site has goff "power ranking" ranked 12th. I'm not sure how they determined that ranking.

Rounding off, PFF has goff graded at 76. I don't have access to their complete stats, but J. Grapola is 68, D. Carr is 81, K. Murray is 82, Wentz is 66.4. So I'm assuming that Goff is near the middle. Maybe someone who has access to their stats can post his actual position in the ranking.

My point is how you view your QB can be dependent on which stat you use. A hot and cold QB will be up and down, a data set over the entire season might obscure a QB's trend of improvement, or decline. Additionally you have to factor in the entire team's, including coaching, contribution to the QB's performance.
It would be interesting to chart goff's qbr over this season and run regression analysis to see his trend. I used to do this type of work daily, but I'm far out of the loop now.
