I don't know where the "can't break tackles" thing even comes from.
DH has nice vision, a VERY nice initial burst, and good general speed, BUT his true superpower is his first-rate contact balance.
You can even see it in the college highlights. Run after run he gets hit and stays upright and churning. He's not a real elusive guy, though he's also not a stiff when it comes to that, but his main thing is running through tackles. Part of that is also being good at setting up tackles to be near misses and not complete knock-em-out hits.
I don't know where that came from either! I've seen it here often but it runs completely counter to his college career and the traits he demonstrated which you summarized very well.
I think he was pigeon-holed because we had Gurley and they said they drafted him to be a change of pace back. Change of pace backs typically don't break tackles so I feel it was assumed he can't either.
