I have no idea why the NFL does this: The Dolphins have a bye before they play the Rams while the Rams have a short week, coming off a Monday night game against the Bears. If it was up to me, teams coming off a bye would always play another team coming off a bye ... or at least coming off a Thursday game.
And even more important, teams who play on Thursday should definitely - to the extent possible - have a bye the week before. Especially on Thanksgiving. The entire country eats turkey and watches the NFL on Thanksgiving, making it one of the showcase weeks for the league and exposing the sport to some casual fans who might not see a lot of games. Why not have all 6 teams at their best with 10 days rest instead of 3? Makes no sense to me at all
