I don't want Kupp "returning" punts. Fielding punts? Sure. But he better learn when to let it go into the end zone and when to catch it. I am actually quite confident in him not muffing the actual punt and there is great value in that. I really couldn't care less about returns. A return TD is so rare as to be a non factor. Improving field position is nice but not necessary. In fact, with the approach the Rams are taking, longer, sustained drives are working to their benefit and quick scores aren't necessarily a net gain.
Kupp just needs to fair catch the punt cleanly when it isn't going into the end zone.
