I totally get the argument for Jackson and he is a guy that deserves a lot of appreciation. It's a shame that he languished on some of (literally) the worst teams in NFL history (2007 through 2011 Rams). In that context it's pretty amazing he had the production he did. His prime (2006-2012) was very good. But I don't think he's HOF-worthy.
Ellard, on the other hand, you can argue is one of the top 15 players ever at his position. He has the best yards/reception (16.9) of any WR with 800+ receptions. He also had postseason production (28 receptions) and was easily the league's best punt returner over his first three years (1983-85).
