It says the salary cap floor is $175 in 2021, which is the minimum teams have to pay, not the cap. "As part of the agreement, the 2021 salary cap floor will be set at a minimum of $175 million ..."

It also says that the drop in NFL revenues won't be applied to next year's cap, it will be spread across the next 4 years in a manner not yet determined: "... in order to make up for the projected loss of revenue throughout the season, the NFL would spread the financial shortfall over four years beginning in 2021."

IMHO, a post saying "here are the misunderstandings in that article covering a major issue" should get more hits.

Cause the distinctions you point out are crucial.
