Yeah, but more headache for admins..

As it stands, if they keep the same name, they just hafta upload the pic and overwrite the one stored at their server.. if they change the name, they have to change the HTML tag to reflect that and upload the photo AND the web page with the new tag.. MUCH easier just to upload and overwrite the old photo..
