So you are upset about a billionaire wasting his money for a scouting department? Its not your money so why do you care. I certainly don't care what you do with your money.
Secondly, how could I possibly do a better job with literally 1/20 of the resources a scouting department has? And even if I could, why would I do it for free? To make Stan even more rich than he already is? Good grief. Certainly not so you could complain endlessly about the decisions I make.
This is what a scout does:
Goes to every major program in his area at least for 3 visits. He sees practices, speaks to coaches, and watches games. He does this for every college in his area. He also sees the smaller programs at least once. I have never done that for 1 college, let alone an entire area. They learn about a guys practice habits, his personality, his ability to work inside a team dynamic...etc.
Scouts also have access to all 22 film, medical reports and other things your average fan has little to no access too. The analytics alone is so far beyond what any of us could do it isn't even funny.
Sure anyone can get a pick right now and again. I got Kupp and Johnson right a couple years ago. I got Evans and Edwards right last year. I loved Rapp in the draft as well. This year I got Burgess and Lewis right. Fine, but go back and look at my misses. Its an ugly list.

No, its not a giant waste of money and no, I nor any of "us" could do an equal job.
It seems like the Rams miss a lot, but its because its an inexact science. You just never know how a player will truly fit into your scheme, how he will react to actually having money, how he will interact with his new coaches. Injuries play a part. Multiple things. A bunch of stuff that is out of the teams control. Do yourself a favor Spags (I know you won't) and look at the WR drafts over the last 5 years. Tell me what the miss factor is on all those guys. It will boggle your mind. So its not just the Rams and its not just because they don't have any first round picks.
An example: 2016 first round WRs: Corey Coleman, Will Fuller, Josh Doctson, Laquan Treadwell. In that order. All misses. So no its not an exact science.
