He's short, doesn't have great vision like the good shorty QBs do, and he's not ideal for what McVay wants to do which is stretch the field. Deep outs, taking deep shots, those things need to get there in a hurry if you want to do them routinely.
Josh Love might not be good enough to do the development thing with either. But he's got some games that make you think maybe. Here's a good one to watch...
