Because it's a joke, you could do with with every QB and look for dropped INT's they happen almost every game with every QB... what's the point? Like I said is that some sort of new stat? How bout the INT's that bounce of a WR's hands? Should they start giving those to the receivers?

I agree that you could do this with every QB. What you're essentially saying is that we need context.
The site this metric apparently came from is called QB Data Mine which implies they're compiling a ton of data on all the QBs. If someone was calculating Near INTs for every QB, then the metric would be telling and helpful.
What we would want to know is, how does Goff's 20 Near INTs compare with the rest of the QBs in the league.
Without that context it's a joke as you state; but with that context the metric is very helpful.
Yes, but it's not an official stat for a reason...typically those go down as PBU's because if the defense players could catch the ball they'd be on offense
