If his size is such a matchup problem why isn't he starting?

I think he's a very mediocre receiver. He lacks speed, has his fair share of drops and isn't physical enough to win matchup advantages.

I just don't think you have ok guys as 'just in case' depth players. The receivers below the starters need to be pushing to get on the field. Webster can be our 'just in case' guy. Or a drafted receiver, or a UDFA.
