I really agree with the top two lines. IMO, both need to be kept clean and need everything around them to be functioning nearly perfectly to be really good. If conditions are optimal Goff seems a bit better to me.
Overall, I'd say both QBs are average. I see Goff ranked right in that 14-17 range of NFL starting QBs but no where near top quarter.
