My guess, the Rams saw the Tenn offer and figured they couldn't or wouldn't come close to that and just let him walk.
They completely underestimated what he did for the run game or completely overestimated his replacement or a mixture of both.
They should have figured out a way to keep him in the middle of the 2018 season and never let him even get to free agency
