teams (especially teams who have had some recent success) need to make choices about signing players or not. im not sure that counts as "salary cap trouble" its more like normal operating procedure. there are 2 or 3 teams who are already over the 2020 salary cap. imo such a situation is a "salary cap trouble" scenario.
