Probably because a sack is definitive and a pressure isn't. You can't have a successful play on offense with a sack. You can have a successful play with the QB under pressure if the QB can mitigate the pressure.

A QB has a lot to do with sacks allowed. A mobile QB can avoid pressure by moving away from it. A non-mobile QB can get rid of the ball quickly. A mobile QB that gets rid of the ball quickly is better yet. If you have a QB without mobility and is slow to get rid of the ball sacks become a norm.
