It's a matter of time. Running qbs can become passing qbs. It has happened many times in the league. In the meanwhile until they mature they use their legs.
The thing is, running qbs are not doomed. The ones who are doomed are running qbs who never develop into passing qbs.
Can Jackson develop as a passer? I don't know...are you saying he is one of those who can't?
