I think Ramsey coming in did a couple things that helped the D in general and Fowler in particular
1.) Tighter coverage leads to coverage sacks. I don't know how many of Fowlers' sacks were considered coverage sacks but it wouldn't surprise me if that was a factor.
2.) Ramsey at CB instead of Peters means the Rams can run more man defense. Man defense commits fewer players on the back end and frees Wade to dial up some blitzes. Without going back and counting it sure seemed like the Rams blitzed more today than they have the rest of the season combined. Blitzes mess up the blocking and flush the QB from the pocket: that might have helped Fowler out today, too.
Point no2 is why the Peters trade shouldn't have happened. He's much more comfortable playing zone. Wade likes to play man
Ramsey is a much better fit
