I doubt that will happen. I'm pretty sure if they sign Ramsey and then trade him the Rams take a cap hit for whatever the signing bonus is.

Josh Norman for example got a $15M signing bonus from the Redskins. If Ramsey's deal with the Rams was similar then the Rams would have $15M in dead money against their cap to deal with.
