The theory, I believe, is that a #1 CB on a #2 WR can shut down the #2 WR completely without help. Thus you can double, bracket, etc the 1 which should shut the 1 down as well. Whereas a #1 on a Julio, Deandre without and the #1 WR can still win 50% of the time.

Personally, I like it. I think it maximizes the ability of your players. Your #1 CB dominates a matchup and you win a matchup with 2 dbs vs 1 WR--its the only combo where you have a pure win with one defender.
