They did it that way against the Rams. They doubled Woods and put their best CB, Gilmore, on Cooks. They've done it that way for years. Double the top WR and put your best CB on the #2.
The idea is that you wipe out both the #1 and #2 WRs.
Doubling the top one assures his erasure while singling the 2nd best one with your best CB is a match up favoring your top CB, if he's a good one.
The old "put your best CB on their best WR" thing has faded over the years. This approach is much more efficient and deadly.
