It was the team's biggest question mark heading into 2019. Replacing Saffold and Sullivan was never going to be easy and seamless. Noteboom and Allen are not struggling, in my opinion, but Saffold was a top-tier OG for the past two years and the OL as a whole was top 3 in the NFL- and that's just not what they have right now. They're learning and growing.

Attacking those 6-1 defenses with inside runs that get 4-5 yards a pop may not be sexy, highlight reel stuff but it's the right approach. As you said, the better you block in those situations the more everything else will open up again.
