I think they're waiting to put Lawler on the in-season injured reserve, where he's allowed to come back. He has to be on the roster in week 1 to do that. Once that happens, they have the space to add someone. It looks to me like the way they answered that, they could bring back one of the RBs they cut.

Ah, didn't realize Lawler was injured.
I'd say that some sort of move following his going on IR is about 99.9%
