What the heck should we make of THAT?

Simple:
They may, or may not, do something. And when they do, or do not, do something, you'll know that they did, or did not do something.

What could be clearer?

My guess: They are waiting for the other teams to get their rosters and practice squads established then they are going to try to sneak Jojo or Webster onto our practice squad. When they do, they'll re-sign either Kelly or Davis, whichever one is available.
