Howard and Allen back up Littleton at the Mo ILB spot so they wouldn't be expected to compete with Hagar at the Mike ILB spot. ( Reeder is actually Hagar's backup.)

Be careful with depth charts, they can be deceiving. Allen and Howard can battle for Hager's spot and I expect one of them to overtake Hager as the season progresses and have a feeling that it will be Dakota Allen and Kiser will never get an opportunity again because Dakota Allen will be in horns for awhile.
Keep in mind also Travin Howard was drafted because the Rams felt he was the hybrid Safety/Linebacker much like Mark Barron and has showcased well when given the opportunity. Again I expect Allen or Howard to unseat Hager, much like Jim Youngblood did to Rick Kay back in 76/77.
I don't see Howard battling for the MIKE spot. Your own description of him makes him depth behind Littleton at the MO inside LB spot.
Allen has the minimal size needed to be a MIKE. Howard doesn't. Howard as you say is a hybrid, which suits him for the spot Barron had before and Littleton does now. Allen is a true pure LB.
