The Rams are not going to give up significant draft capital for an olineman.
Snead has said it straight out that his research says you can draft an olineman in the middle rounds and develop him into every bit as good an olineman taken higher.
Besides, it ought to be apparent that the Rams are trying to somewhat emulate the Pats in philosophy. Look where they put their money and spend their high draft picks. They may put money into a LT, but not top market. And, they won't spend any significant draft capital on the oline. The Pats tend to have some new oline personnel every year, including some years starting 4th round rookies in spots...... even at Center.
I think the Rams are just as high on Noteboom to replace Whit (probably in 2020) as they say they are. Doesn't guarantee anything of course, but one thing's for sure. By the end of this season they'll have a very good idea if Noteboom is their man. But even if he's not they'll be creative on how to man that position. Besides: they also drafted two OTs this year.
