From my reading, the OP would call the No.1 receiver a decoy. But I guess one could say that he is running a clear-out 9. Regardless, the role of No.1 in this play is to create space for the other two receivers. And the way I read it the No. 1 receiver in this play isn't in the progression.

There are lots of references out there that describe route combinations where one of the receivers' only job is to draw defenders away from the intended target(s). Here are a few more:

I dunno. They're working on getting through progressions quickly. That means many things but it certainly includes spotting something happening post-snap that may not have been part of the original play. While I appreciate your research, it seems to me a good experienced qb spots a man running free and takes advantage of it. A receiver may have the intention of clearing an area but if there's a busted coverage and he just runs free, you want your qb to spot it. Especially since him running free could mean he did NOT draw the attention he was supposed to. That both means that he's free (and we want the qb to see that) and that the coverage was not drawn his way as intended (in which case we don't want the qb to stay focused only on the areas that did NOT get cleared out). That's what it means to work on adjusting more quickly to what the defense is doing post-snap...something the Rams themselves identified as a flaw they want to fix.
