Here Snead is saying that their original projection for Noteboom and Allen was to eventually be starters but they deliberately had them get lots of reps in practice for a year to develop.

But there's more. He then talks about this years' plans.

Do you see that goal? Drafting a younger player for the purpose of letting them develop and evolve for a year is the definition of redshirt.
And he confirms that redshirting was the plan this year because he says that in this upcoming draft, they're going to do just like they did last year.
