Word is they are just redshirting him.
They can't get him practice time because that would mean subtracting time from a starter while preparing to play a game.
They honestly would have no way to assess him at all one way or another after he missed OTAs, camp, and the pre-season. So he can't be disappointing them anymore than he could be impressing them. The fact that he is a redshirt means they don't want to risk putting him on the practice squad though. So there's that.

I think the play of Fowler and Ebukam has made Obo another redshirt guy. Fowler is playing like a three-down guy.
